I'm using react (within javascript), and on top of that I use a thing called react-three. It's a port of Three.JS for react (and I use it in conjunction with another thing called drei). With all that stuff together I'm able to make these kind of sites pretty quickly, but it took a while to learn all that. Idk what you're experience level is with webdev is, but depending I can give you some resources to help you out.

I know enough HTML to make some basic static sites, and have been programming games for years. I suck at getting toolchains and paths set up, so any resources you know of that make that part easier would be awesome.
